Stakeholder feedback on Te Papa's vision and strategic priorities

Te Papa’s Board, Chief Executive and Kaihautū wish to acknowledge the valuable insights and suggestions made by the many stakeholders who took time to make a submission on the proposed vision and long term strategy.

All comments were considered in further refining the vision and long term strategy. Thanks to your feedback Te Papa has developed a vision, endorsed by the Board, which considers the needs and expectations of its many stakeholders.

Executive summary 

This report documents the stakeholder consultation process and findings of the Envisioning the Future project. The Envisioning the Future project aims to re-assess Te Papa’s values, vision, strategies and organisation frameworks. Consultation with stakeholders is an essential and valuable stage in this process.

The purpose of this stage of the Envisioning the Future project was to present the proposed vision and long-term strategy to stakeholders and to seek their feedback about the document. Stakeholders were selected on the criteria of having corporate, strategic, or governance relationships with Te Papa and having the capacity to provide well-informed feedback. The selected stakeholders were invited to provide their views by a number of methods including through meetings, by email, by post, and online.

In total 150 respondents provided submissions from 75 organisations (including Te Papa). The respondents comprised of:

  • 68 organisations (88 respondents) that were from the list of identified stakeholders who had been invited to comment on the proposed vision and long-term strategy. 
  • 4 individuals who were employed by an identified stakeholder organisation who made personal submissions;
  • 9 individuals who were not on the list of identified stakeholders; and
  • 49 Te Papa staff members

The feedback was generally supportive of Te Papa’s vision and long-term strategy. However, whilst stakeholders supported what was proposed, there were many comments which questioned whether Te Papa had the capacity to achieve the proposed vision and long-term strategies. Many of the suggestions provided by stakeholders therefore focused on how Te Papa could achieve the proposed vision and long-term strategies and by noting what Te Papa needs to improve and address. 

The key issues which were raised in Part One: Impact on the Nation were primarily related to what Te Papa’s purpose as a museum is. Some of the themes included:

  • the need for improved access and increased collaboration between stakeholders with Te Papa,
  • whether Te Papa has the capacity to be an intellectual leader and how research could be developed,
  • the need for improved understandings of taonga and collection management, and
  • the need to clarify what Te Papa’s purpose as a place for learning is.

The key issues raised in Part Two: Developing Te Papa were mostly in relation to Te Papa’s organisational structure. The themes included:

  • the development of the digital vision as important to Te Papa’s collections and exhibitions,
  • the need to ensure there are good internal and external communications and work-processes,
  • the desire to collaborate with other organisations to develop Te Papa and the museum sector, and
  • the desire to collaborate with other organisations to ensure investments into the sector are leveraged in the best way possible.

Additional comments were also received about the vision and long-term strategy. Most of these comments raised issues which were perceived as not clearly addressed in the document. These included the role of “art” and National Services Te Paerangi, concerns that it lacks an international focus, and uncertainty about the meaning of “Changing Hearts, Changing Minds, Changing Lives”.
